International roaming

Generally international roaming has been costly for consumers when compared to prices for the same services in their home country. The difference in price cannot be explained by cost differences. The high prices for international roaming are due to a lack of competition.

Since 2007 EU has gradually lowered prices for international roaming in the EU by applying caps for the prices the mobile operators can charge their customers for voice- SMS- and data services (retail price caps).

In parallel caps for the prices the mobile operators charge other mobile operators for using their mobile network for the purpose of supplying voice- SMS- and data services have been applied (wholesale price caps).

Reference offers on wholesale roaming access

In accordance with the roaming regulation of 13 June 2012 mobile network operators shall publish a reference offer on wholesale roaming access.

The reference offers is published on the websites of the mobile network operators.
