The LCTU gave a presentation about future climate targets for developing countries at a workshop in South Korea
LCTU participated in a workshop in South Korea the 30th September 2013 entitled “Expert Seminar on Climate Change Negotiations: Ambition in the 2015 Agreement: Several Practical Issues” arranged by Korea Energy Economics Institute (EEEI), Ministry of Trade, Industry and Energy.
In light of the publication “National GHG Emissions Reduction Baseline Scenarios – Learning from Experiences in Developing Countries”, which was a collaborative project between the LCTU, OECD and the UNEP Risø Centre published in April 2013, the LCTU was invited to present ideas and thoughts about future climate targets (“reduction pledges”) for developing countries. Emphasis was put on the forthcoming discussions at COP21 in Paris in 2015 about reaching an international agreement on reductions in 2020 and hereafter.
Several developing countries have defined their climate target as a percentage reduction relative to a future hypothetical business-as-usual projection (e.g. in 2020). This makes the definition and the calculation of this projection essential for the interpretation of the climate target. Therefore, the presentation focused on best practice cases in terms of developing credible baselines and what should to become requirements (in terms of transparency and methods used) when such climate targets are put forth in the international climate negotiations.
