Ukraine: The Danish Energy Agency is partner in a new Ukrainian-Danish Energy cooperation based in Kiev
With support from the Danish Energy Agency, a new Ukrainian- Danish energy cooperation will contribute to energy policy reforms in Ukraine. The Danish Energy Agency has substantial experience in cost-efficient long-term energy planning for an efficient energy system emphasizing both security of supply and environment. This knowledge will be utilized in the Ukrainian-Danish Energy Centre
On April 28 the Ukrainian-Danish Energy Centre (UDEC) opened in Kiev. The centre is financed through an agreement between the Ministry of Energy and Coal Industry of Ukraine and the Ministry of Foreign Affairs of Denmark under the neighbourhood programme. The Danish Energy Agency (DEA) has entered into an agreement with the Ministry of Foreign Affairs and will deliver technical assistance to UDEC during 2015-2018.
The UDEC is placed in the Ministry of Energy and Coal Industry in Kiev. The head of UDEC will be appointed and a technical coordinator has been appointed, both from the Ministry of Energy and Coal Industry. Chief Advisor Anders Højgaard Kristensen from DEA has been posted to Kiev to provide technical support to the centre for a two year period. Short-term experts from DEA will provide insights from Danish experience to the Ukrainian experts.
The energy cooperation aims to ensure improved data for energy supply and consumption. This will enable Ukraine to create a long-term framework for energy planning and policy.
DEA supports UDEC within six main areas toward:
1. Methodology of long-term forecast modelling for national energy balance
2. Methodology for greenhouse gas registry and UNFCCC reporting
3. Monitoring system of energy efficiency at industrial sub-sector level
4. Methodology and tools for analysis of integrating renewable energy in regional grids
5. Methodology and software for energy scenario analysis
6. Analysis of options for increased use of biomass and biogas in the heat sector
During the first three months a detailed work programme will be developed. The work programme will define the specific tasks to be carried out in relation to the specific activities, set up the organisation as well as division of responsibility between relevant parties.
The new cooperation will enhance the basis for necessary Ukrainian energy policy reform and strengthen the collaboration between Ukraine and Denmark.
