EU legislation on the security of gas supply requires that member states with underground gas storage facilities ensure that these are 90 percent full ahead of the winter season. This requirement was introduced as part of the joint European effort to strengthen energy supply and was adopted in the wake of Russia’s invasion of Ukraine. 

As of 1 July 2025, Denmark’s two gas storage facilities were approximately 33 percent full, and only around 40 percent of the storage capacity had been booked at that time. This is a relatively low level for the time of year and significantly below the EU’s interim target of 60 percent storage by 1 July. The low filling level is primarily due to market conditions that have not provided sufficient incentive to fill the gas storages.

The Danish Energy Agency assesses that the security of supply in Denmark and the EU is not currently threatened by the low filling level. The European market is well supplied with gas, and Denmark has good access to gas through domestically produced biogas, gas from the Danish part of the North Sea, and gas imports from Norway. However, a higher storage level would make Denmark’s gas supply security more robust throughout the winter.

Procurement of Gas Storage Obligation 

On behalf of the government, the Danish Energy Agency has launched a procurement process aimed at increasing gas storage levels ahead of the winter of 2025-2026 and contributing to Denmark meeting the EU’s 90 percent storage target by 1 November 2025.

The procurement of storage obligations will be carried out as one or more tenders, where interested market participants can submit binding offers via the EU’s TED platform:

Supplier registration

The purchasing system for the procurement of gas storage obligations is scheduled to take place in September. Here, gas traders can, in exchange for payment, commit to storing a specified quantity of gas by a set deadline. Questions regarding the tender documents etc., must be submitted via the portal.
